Children’s Services Management Groups

Recognising the need for coherent partner activity focussed on delivering the best possible outcomes for children, young people and families, the Children’s and Young People’s Strategic Partnership (CYPSP) has agreed to set up six geographically-defined Children’s Services Management Groups (CSMGs) and one city-wide thematic CSMG concentrating on the needs of children, young people and families affected by special educational and behavioural needs and/or disabilities.

A full remit for these groups explains such issues as Accountability, Functions and Membership. Briefly, the Groups are intended to stimulate, facilitate, encourage and enable effective collaborative working between partner agencies.

Each CSMG will have Voluntary Sector representation, which, it is intended, will be rooted in the relevant local Voluntary Sector Forum. This will ensure breadth of representation and clear communication flows, and will help improve understanding and action across different parts of the local voluntary sector.

This process is evolving, and the Groups are keen to engage effectively with the local voluntary sector forums. If you’d like to know more, or might consider taking up a representative role yourself, please get in touch with EVOC in the first instance on (0131) 555 9100.

Views from the campaign against privatisation

The campaign against privatisation is stepping up as the Council faces critical decisions in the coming weeks regarding its Alternative Business Models programme.

A report this month will say that the outline bids for Environment and Integrated Facilities Management will be evaluated and compared to the internal comparators over July.

Another report will then go to Council in August to decide whether it stays in-house or whether there is a preferred bidder.

The report will also recommend that the Corporate and Transactional strand moves into full competitive dialogue - with one of the bidders likely to drop out and two others remaining in the frame.

The final decision will not be made until the end of this year.

Lead negotiator Kevin Duguid outlines the UNISON position. “We continue to put the bidders and the process under the microscope and have recently put a set of questions to bidders about workforce issues which we will publish online.”

UNISON's ‘Our City’s Not For Sale’ campaign continues and has included briefings, an information pack for councillors, expert analysis of the process, leaflets and street leafletting by members in the city centre. There is also a petition to sign.

For background information about the Council's Alternative Business Models programme, please see this briefing note published by the Edinburgh Compact Partnership in August 2010.
